The difference between the Project Life Cycle and the Project Management Life Cycle is the following:

The Project Life Cycle is standard for all projects, and consists of Initiating, Planning, Executing, Monitoring and Controlling, and Closing.

A Project Management Life Cycle, on the other hand, consists of all the development phases that the project goes through from start to finish, such as (in case of a typical software project): Analyze, Architect, Code, Test, Release. The Project Management Life Cycle is not standard and may vary from one project to the other.
